Forecasts are heuristic, directional outlooks over a 3-year horizon based on historical public data and trend patterns. Each forecast carries a confidence indicator and a breakdown of completeness, recency, and precision. Future conditions may differ from projections.

High confidence means recent, complete data with precise geographic coverage. Moderate means reasonably complete with some older or mapped-to-nearest inputs. Limited means partial or approximated data — interpret directionally only.
